Is infrared imaging the same as an electrical inspection?

It is a component of one. A full inspection also checks grounding, outlets, GFCI and AFCI protection and code issues; imaging adds the ability to see heat problems a visual check misses.

Does it damage or interrupt anything?

No. The panel cover comes off, the camera reads the surfaces, and the power stays on.
